Survivors across Pennsylvania are speaking up, and this year, we are bringing that urgency directly to the Capitol.
On Tuesday, April 21, 2026, PCAR will host our statewide Advocacy Day and Press Conference Rally in Harrisburg, bringing together leaders from Pennsylvania rape crisis centers to meet with legislators, rally publicly, and demand the funding survivors and services urgently need.
For too long, rape crisis centers have been asked to do more with less. Flat funding in the face of rising costs, workforce strain, and growing need is putting survivor services at risk. When survivors reach out for help, someone must be there to answer. Advocacy Day is our opportunity to show lawmakers that Pennsylvania’s rape crisis centers are united, visible, and done being ignored.
Why We’re Showing Up
Survivors in every community rely on rape crisis centers for support, advocacy, counseling, and prevention services. These programs are life-changing and often life-saving. But the system survivors rely on is being pushed to the brink.
Flat funding is not neutral. It weakens services, strains staff, and makes it harder for rape crisis centers to meet the needs of survivors when they need support most.
Survivors can’t wait. Pennsylvania must act.

Speakers will include survivors, center leaders, and legislative allies who will speak directly to the urgency of this moment and the impact of underfunding survivor services across Pennsylvania.
Media will be invited to hear firsthand how funding decisions are affecting real people and real communities.
Survivors are speaking. We are making sure Pennsylvania hears them.
At 1:00 PM, advocates, survivors, and allies will gather for a powerful public rally and press conference at the Capitol.
This moment is designed to be visible, vocal, and impossible to ignore.
